The Town and Country Planning Use Class Order 1987 (as amended) puts uses of land into various  categories known as 'Use Classes'. Generally speaking, planning permission is required to change from one use class to another.  For example the change of use from a House (class C3") to a shop (class "A1") would need planning permission.

Some use classes fall outside of these general classifications; these uses are known as "Sui Generis".

A change of use does not always need full planning permission. The General Permitted Development Order (2015)(as amended) allows for some changes of use without the need for planning permission and allows other development to take place through the submission of a Prior Notification to the Council.

In order to gain planning permission for a change of use it is important to establish the principle of development. This relates to the land allocation of the development site and often also relates to the relationship between the location of the development site and the town centre.
